Are payday lenders located outside of Georgia allowed to give GA residents high interest loans when they have been banned in Georgia?

They have likewise been banned in NC. These sites technically are not allowed to make loans to people who reside in the jurisdiction where such activity is banned. However, these payday lenders are in India or elsewhere in the world. Do you honestly think they follow the law?

They don't. That is why they charge such outrageous rates of interest. They can't and won't sue you because the lawsuits would be dismissed. But they can harass you all they want and can't be stopped as they are not in the United States. So they continue to make these loans to poor unfortunate people. My suggestion is that you need to contact the Georgia attorney general about this as they have greater resources to deal with this problem. Possibly if enough people complain about this payday lender, something can be done. However, the payday lenders frequently just close up shop under one name and re-open under another - its virtually impossible to stop them.
