Promissary note dated in 2003

I have a signed, witnessed promissary note dated in 2003. I have never been able to find the person who owes me this money until this week. Can I pursue collection of this debt and HOW. Thanks

Maybe yes. Maybe no. Since we don't know the exact date, the location of the defendant, the state where it was signed, or the contents of the document, it is possible that the statute of limitations has run meaning you cannot, and it is also possible that you can.
