Legal Question in Credit and Debt Law in Georgia

If I provide health insurance for an adult dependent, (22 years of age), but I am not obligated by law to do so, who is responsible for any medical bills that they incur that is not paid by insurance? Can the doctor or medical facility come after me to collect if I never signed any form accepting responsibility?
