What are my rights during a negotiation in a settlement?

I am unemployed and under medical care (uninsured). I am attempting to settle debts that are now in collections. When contacting one institution, (after 10 months) they became very threatening with me. I explained that I was trying to resolve the situation, but they wanted and exorbanant amount of money instantly. They stated that if I did not give them the money (via the phone check system) they would do an asset search and place leans on all my property. I explained that I was unemployed to unsempethetic ears. Why are they so hostile when I am attempting to correct the situation? Can they place leans on my property?

The tactics you describe are commonplace in the debt collection field. You may want to consider contacting the Consumer Credit Counciling Service for assistance in negotiating a repayment plan for your debts. If this is unsuccessful, you may want to consider your options under bankruptcy law.
