Failure to Appear

My husband was detained today by police in my home town, they say that he has a warrant for failure to appear in a neighboring town from 1996. I was able to speak to my husband very briefly today after his detainment and he said that he has no idea what the initial charge was. I ran a background check and nothing from that time period came up, am I to assume this was a traffic ticket. My husband is currently awaiting transport to the other jail to be processed. They tell me they have 72 hours to transport him, is this correct? Is there anyway to expedite this? Does my husband need representation, we are not even being told what the initial charges are...
