Legal Question in Criminal Law in Georgia

In Georgia, a person charged with a misdemeanor has a right to a trial within two years. Is a person "charged" when the SECRET arrest warrant is issued? Or is it when the person is later arrested? Or is it when the prosecutor decides to start court proceedings?

Is that the same as the statute of limitations? Does that change if a person has been found guilty, and had the case reversed on appeal? You don't know enough law to talk theory.
