can you leave the state on felony probation in the prcc program without permission?

That is a very bad idea, as it is probably a condition of probation to notify your probation officer or seek their permission before you leave the state. If it is a condition, ask for permission and don't go without it. If it is not a condition, you should be fine. Leaving without permission when it is required is a probation violation which could see you spend the rest of your probation term in prison.
