Legal Question in Criminal Law in Georgia

These two neighbors of mine have sound systems in their cars. they play music so loud that it can be heard on the other side of the neighborhood. they do this all the time, morning, noon and night. the most recent example came tonight as one of them drove around the neighborhood in circles blasting the stereo for more than 20 minutes. sometimes they just park in the street and let the music blast for 30 minutes or more. this has been going on for more than a year

i've called complaints against them several times over the last year and i know at least 2 of my neighbors have as well. nothing has happened. police never made an appearance and the two haven't been deterred at all. what can i do about this?

local police seem unwilling to even investigate claims. what can i do to get them out here?

one of my neighbors has stated that she is hesitant to call the police at all for fear of reprisal (it is believed that at least one of the two carries a gun. we hear gun fire at night every few weeks). i have similar concerns.
