Legal Question in Discrimination Law in Georgia

i am receiving sec 8 in DeKalb county GA ...i transferred from Virginia where i had a 3 bedroom voucher when i got to ga they changed my voucher size to a 2 bedroom even though they are billing Virginia and i have a 16 year old son and two daughters under the age of 8 is it legal for my boy and girl to have to share a room
