does the arresting officer have to be in the court room?And why was there no tape to review?is this legal?

No, Not always but in certain/many cases, you can request that your hearing be postponed until the officer can appear. Get an attorney. Never try and defend yourself. You may qualify for a public defender if you need one, but in any case, don't go to court alone.
