What is an reasonable amount of time to be allowed to make a phone call?

I was arrested for DUI, just barely over the limit. I was taken to the city jail and was processed and then I was taken to the county jail. After arriving to the county jail, I was placed in a holding jail for 6 1/2 hours. After being in the holding cell approximately 2 hours, I was brought out one time for a photograph and was told they were would be processing me soon. At that time, I asked for a blanket and was told that it was just my imaginition and to go sit down. I wanted to make a phone call and get a blood test ,but no one ever came back to me until 6 1/2 hours later. I want to know what is considered a ''reasonable'' amount of time to be allowed to make a phone call and to be processed to make bail. Thanks.
