Executive-Artistic Director & Producer Control

I am the Executive-Artistic Director and Producer of an amateur senior citizens theatre group. I started the group, produced the plays, wrote the mission statement,the bylaws, named the group, do all the PR and appointed officers. I am having the group set up where I will be in control and no one will be signing the legal papers but myself. A member who has been acting as treasurer, will not pay the woman who has contracted with the group to do our group T-Shirts. He is saying that he has control and he does not want any T-Shirts now. I authorized him to pay the women the $100.00 that is due her and he will not do it. Please tell me what I can do to get our money out of his hands. He has not signed any papers, no legal or contract. He is now a problem and I would like to press chages against him for Theft by Taking! Help me, please.

You provide details about how you want the group to operate, but virtually nothing about how the entity IS set up. You also provide nothing about the t-shirt contract (if there is one). Therefore, your questions can't be answered. However, even if there is a breach of a contract, the mere breach is not a crime. Filing a false police report, or threatening to do so in order to resolve a civil matter, is a good way to get in a lot of trouble.
