My neighbor changed the flow of runoff water by filling in a swimming pool and bringing in a couple of loads of dirt and building up his yard. He then built a retaining wall that directs the water down hill into my yard. I have a foot of water in my crawl space, my yard is ruined and my den carpet is soaked. Do I have recourse?
