Adopting someone as your brother

I've been looking for the answer to this question for some time myself, but have yet to find it, so now I turn to you guys. I was wondering if there is any way to adopt someone as your brother. I am 17 years old and have been an older brother figure for a 14 yr old boy for some time now. I love him more than my real older brother (who is 29 and I've just never lived with him much). But this kid means the world to me. He came from a family where the state had to seperate him from his parents cuz they weren't caring for him enough. He was adopted by his now-guardians at the age of 7. Anyway my question is a)is there a way to adopt him as my brother, and b) how should I go about this process if one exists?

There is no way to adopt a sibling. Your parents would have to adopt him to make him your legal brother.

I am unaware of a law in Georgia which allows you to adopt a brother. The adoption laws are written for parental adoption.
