change in custody

how do i make changes within my divorce decree regarding custody?

My ex and I have joint legal custody, with our son physically living with ex (dad) and our daughter physically living with me (mom). Dad is not allowing me contact with son other than visitation. Over year and half, the situation has worsened and begun to effect son in school and other settings. The distance between the siblings (both children) has caused distress in both children. Not sure if I can just request change in custody or if I need to file contempt first to have a trail of evidence to provide to judge for a request for change in custody.
