Legal Question in Family Law in Georgia

I had a child support order issued in GA back in 94 under URESA law. I moved to TN soon after and accrued $3000 in arrearages until I found a job in TN. GA then sent a uniform support petition also under URESA law to TN that ordered TN to both Modify and enforce their existing order. TN did as ordered and enforced and modified GA's existing order.The modifications TN made at GA's request lowered my child support despite them also including $15 per week to be applied to the arrearages I had. I paid my new payment as TN ordered for the remaining 16 years as ordered until my child turned 18 with taxes also being offset this entire time. GA is however refusing to recognize the modifications TN made even though they requested that modifications be made.They are claiming I owe over $15,000 in arrearages despite my pay history.They said they have jurisdiction and TN did not have authorization to modify their order even though Ga requested TN to do so! I have been disputing this for 10 years but have been unable to go to GA in person to get this fixed and I have been ignored. The order was filed under URESA law and they said since the law has changed since then that they (GA) don't have to follow the URESA law anymore and are following the updated new laws.I now have a hearing to dispute this but can not afford an attorney and I need to know if since the order was filed under URESA law is that the same law that needs to be followed?. Current support is over and I am still being garnished and taxes offset. I don't understand how GA can order modifications from TN then not recognize them when I have proof they requested them and TN complied. If URESA is the law the order was filed under and is therefore the same law that is supposed to be followed where can I go online to print this law info to show the judge at my hearing? Please help!!! The hearing was requested by me through O.S.A.H in GA and Im wondering if the hearing will be in a private setting with the judge or an open public court room.
