Constantly Late bringing son home

My exwife is constantly late by 2 or more hrs bringing my son home on Sundays , without having fed him either lunch or supper.I've been told that this is a felony (violation of custody).my son is 11 yrs old and does'nt even want to visit his mother ( he says they treat him mean there.).Would a judge force him to go if he did'nt want to?And what are my options since she seems to have a problem bringing him home on time?
