father has joint custody from the courts but mom not allowing visitation or foll

we have shared joint custody and i am to know about events in school medical etc. i am to have every other weekend visitation and 2 weeks in the summer and my childrens mother has not allowed me to see or talk to my children since may. i want to go back to court and pursue my father and parental rights and would like to know what steps to file and what can i do to start this process. with out a very high legal expense. i pay my child support of $160. a week please email me at [email protected] desperate
