Per our settlement agreement, my ex was suppose to get his personal items and items noted in the agreement out within 14 days of the final settlement date. He did not make any attempts to retrieve them until now, several months later. Is he entitled to remove these items now and at his convience?

Techinically, he is in contempt for not abiding by the settlement agreement, which I assume was made a part of the court order. I would send him a certified letter stating that he must get his stuff by whatever date you think is reasonable, indicating that if he doesn't, you will file a Petion for Contempt against him for not complying with the Court order.
