when an interlocutory order says a person must vacate the premises by a certain date and the person does not, can the other party have law enforcement remove the party who is in not complying with the court order?

If the order says that yes. Otherwise the remedy is usually a contempt motion. Either way you need to talk to your lawyer about it.
