Intrest charged on Deliquent child support

is it true that in 1997 the gov. signed a bill that the state of georgia could charge 1% interst on deliquent child support, and the money goes in the state of georgia's pocket??

This question would require some research but I know that this topic has been debated. Since the State has to collect child support however it seems logical that they could collect interest. Ask the person who gave you the info what the OCGA cite is.
