Legal Question in Family Law in Georgia

I live in TN. I have two kids 5 and 11yrs. I was divorced in TN and the custody agreement was done in TN at the end of 2008. In Jan of 09 my ex moved to Atlanta with the kids. I agreed because my visitation remained the same. In Atlanta she has already moved 3 times. Now as of Oct 2010 she is moving to Savanna GA. She lost her job and has a new one there. She wants me to cut my visitation from every other weekend to once a month and the summer. I do not want this at all. She moves all the time and is threatening me that if I don't she may just move to San Diego where she also has a job offer.

All in all I just want to see my kids as much as possible. I am not rich by any means but will do what I can. I am remarried and very happy. She has the guy she left me for living with her and says its her fiance. He is a nice guy but what ever I can use at this point.

1. What state has jurisdiction.

2 Can she do this and I just have to live with the visitation changing

3 Can I get the kids full time

4 I am as broke as can be unfortunately because of child support, divorce, and economy. How much would all this cost.
