how long can defacs keep a case open if there's no abuse or neglect ?

Obviously they don't keep it open if they believe there is no abuse or neglect. If they do thing there is abuse or neglect, obviously they won't close the case. The question you didn't ask is the one that matters. If you're the subject of a DFCS (not defacs) case, you need to have a lawyer, and do what the lawyer says.
