Legal Question in Family Law in Georgia

How long can my ex, in Oregon, hold on to our daughter's medical bills that I'm to pay half of and him still expect me to pay them? Our Oregon divorce papers stipulate 30 days for him to get the bills TO ME but do not specify how long I, in Georgia, actually have to pay them. Last year or so he held onto a whole year's worth of counseling and dental bills and then sent copies of all the invoices and receipts and showed what I owed... many months after the fact, and said I had 30 days to pay several hundreds of dollars worth. I thought my insurance for her was covering it but he wasn't even even using the insurance I was paying for! He's done this at the holiday time of the year twice to "stick it to me". Did I even have to pay it since it seems he's just been stockpiling?
