Parental Rights & HIPPA Regulations

My son's wife (in process of divorce) has taken his daughter to a therapist and is refusing to keep him informed about what is happening. His attorney sent a request for documentation to the therapist. The therapist responded she will not provide them due to HIPPA regulations. Isn't this a violation of his parental rights?

I'm not very familiar with the HIPPA regulations, but I do know that they do contain strong privacy language. He should get a copy of the regulations and read them for himself to get on equal footing. He should also respect his daughters right to say what she wants to the therapist without outside interference. His daughter may not be totally honest if she knows her parents know what she is saying.
