relations between judge and foster family
Is it okay for a juevinille judge to be friends and have a personal relationship with the foster parents during a custody sistuation.

You have not posted nearly enough facts to indicate the judge should recuse him/her self. "Friends and personal relationship" could mean many things, and people tend to have a very broad definition of that when a ruling goes against them. The parties in the case can discuss the issue with their counsel, who can ascertain all relevant facts.
