If my son's father still owes me back chid suport and my son lives with him can I sue for the arrears?

Depending on what your paperwork says, yes.

And depending also on that paperwork, he may be able to sue you for support.

A lawsuit is not needed but you may be able to file a Contempt Motion for his failure to pay past due. He may be liable through today if he has never had the Order modified to terminate his child support and force you to pay since you are no longer the custodial parent.
