Which state's laws are followed in a child custody matter, resident state or issuing state.?

If a child lives with a custodial parent in a state where the age for a child to decide if they want to live with one parent or the other is 14,GA, and the custody order is issued in a state,PA, where there is no such law or choice given to the child, which state's laws are followed. I have read that the state the child resided in for a period of six months straight prior to filing for the child to decide is the state which the laws are followed. But what if summer(may-aug) and christmas visitation break up that six month period and the child isn't in one place for six months consecutively.
