My daughter is 14- when can she make the choice to not visit her dad on his weekend visitation?

She can't just make that decision. She can express her desire to the judge but the judge will have the final say. Consult with a local attorney.

She can decide when she is 18. Be aware that if you encourage her not to visit, a judge can punish you via contempt with jail and other sanctions, or you could even lose custody. Most judges would be furious at your question.
