Legal Question in Family Law in Georgia

New york child support has been collecting Child support since 1997 to 2007. Since the father moved out of state and never notified them they kept collecting. He is in arrears by $27,000. New York contacted me about the money being held and told me to go to Ga child support (that's where I live) and request the money being held. Ga told me since they never had a case open in newyork newyork will not release it here, I will have to get a lawyer (how much? who know?). The Ga lawyer told me to get a newyork lawyer. The newyork laughed and said the court would throw it out since he nor I live in new york anymore and for me to get Ga lawyer. I'm going around in a circle here. I need help.
