An animal control officer issued me a ticket for my dogs barking. Does he have to be in court also ?

If you contest the ticket by pleading 'not guilty' at the initial arraignment date (i.e. the return court date listed on your ticket) your case will be heard by the judge and the animal control officer must appear to testify in support of the ticket/citation he issued to you.

You will also have the right to either tetify or remain silent. You can have witnesses testify on your behalf and you can obtain subpeonas from the clerk of court to compelany witness to appear at the hearing.

He doesn't have to be in court unless either side subpoenas him. If he doesn't show, your case will probably be dismissed. If, for whatever reason, you want him there, get a subpoena from the clerk's office and git him served.
