Can you legally reclaim a gift (dog) that you gave to another person - no money was exchanged.

A gift is a gift. You can't undo gifts.

I agree with Mr. Ashman.
There is such a thing as a conditional gift, where A offers something to B on the condition that B does or refrains from doing particular things. If B accepts the condition and then violates it, then B must return the gift to A. So if you told the other person he could have your dog as long as, say, he had a yard for it to play in and if he agreed but later moved to an apartment, you could reclaim the dog.
Most gifts are unconditional. If the two of you did not agree on conditions, then you made an unconditional gift. Unconditional gifts are final when made and cannot be rescinded.
