how do i get papers i need from the state without an attorney. for a civil suit for defamation

Attorneys do not get papers from the state. They draft the documents required to file a lawsuit and submit them to a clerk of the appropriate court.

You don't just get papers. As part of a lawsuit, you can serve appropriate discovery on parties (or sometimes non-parties). The fact that (1) you don't know how, and (2) are dealing with a type case that is rarely winnable and is far too complex to do pro se says that you need to see a lawyer.
