Legal Question in Immigration Law in Georgia

My fiance came here illegaly from Mexico. Does he have to go back to Mexico for me to be able to apply for anything to make him legal. Help!!

Yes, if he came illegally and not protected by an old law (section 245i) - it means that he will have to go back to Mexico and possibly become inadmissible as a result. If he came illegally, he is not eligible for adjustment of status unless section 245i or some other exception applies.
