Legal Question in Immigration Law in Georgia

proxy marriage

My fiance is Iraqi but currently living in Jordan. I have applied for the fiance visa 3 months ago. I have since visited her in Jordan to get married, we were unsucessful because of the laws in that country. Since I have returned I found that we can get a double proxy marriage through the state of Montana. But immigration will not recognize this as a valid marriage until the marriage is consumated. What I want to know is, if I receive this proxy marriage, then travel to Jordan to consumate the marriage? Will my airline tickets be enough proof for immigrtion to recognize our marriage as valid so I can then apply for a K-3 visa. If not what proof does immigration require?

If you have applied for a Fiance Visa, why are you seeking to marry abroad? The purpose of the Fiance Visa (K-1) is to bring your fiance to the U.S. for marriage.
