the insurance company does not exist

My husband was involved in an accident several weeks ago. While traveling behind a elderly man down a county road, the man stopped in the road and began backing up. My husband honked the horn and tried to back up as well, but was struck by the man in front of him. A police report was filed and the man was cited at fault for improperly backing. There were no injuries, but our small truck has between $800 and $1000 worth of damage to the from end. The man claimed that he had insurance but the only information given on the police report was the company name and the policy number. However, the company apparently does not exist. I have tried everything I know just to find the phone numer to report the claim, but the company cannot be found. I contacted the driver of the other vehicle to ask him for the information. He said that he did not have it on him, but he would get back to me the next day. I have not heard form himm and cannot get back in touch with him. How can we get our money to fix our truck without filing with our insurance company through uninsured motorist?

File a civil claim against the driver for the damages. Due to the low amount of damages, I would recommend taking him to magistrate (small claims) court.
