I have a design for my engagement ring and if i get a company that can put it together do they have rights to market the design and if so do i have rights to the ring as well

Those rights would be determined by the written contract you'd have an IP attorney draft for you if you wanted to restrict their rights and protect yours.

As Mr. Ashman says, the rights in the intellectual property in your ring design would be determined by contract.

You might want to work to protect rights in the ring design before you market your design to potential manufacturers. Rights that are registered increase the value of the design, which can increase the payout to you from the manufacturer(s) for the use of the design.
