I joined a person who own a Dry cleaners & laundry Centre as Partner and Paid him a Total Amount of $ 20000.00 , which was paid to him in the form of 2 checks from my personal account. we never had any agreement in writing as such , as things were falling part i wanted to be out of the business, and I agreed for a payment of 14000.00 to me

as a withdrawl from business , My partner paid me in 3 different check 1. check for 5000.00 got cleared, and 2 . checks for an amount of 5000 + 4000 =9000.00 which is my brother name has bounced today .

He claims now there are some pending bills to be cleared for the business hence he will not pay that amount of 9000.00 he want to pay me less amount now. i had given him in writing that we do not have any kind of claim from each other during the settlemet day , and this settlement is final on that day ,

Kindly advise me how do i go about this and recover my money and sue him for the same

Assuming a valid oral agreement exists (I would have to know more facts), you would need to sue him for at least breach of contract and possibly some other causes of action. If you are asking for less than $15,000, you can sue him in small claims court without representation.
