In Georgia, can a 17 year old legally leave his parents home without thier consent?

No, unless the minor goes to Court and prove to a judge that the minor is stable enough (financially, emotionally, physically) to take care of yourself (and therefore be "emancipated" by the Court), the age of legal majority in Georgia is 18 years; until that age all persons are minors.
