my boss has me at work off the clock waiting for work to come in be for i clock in. if i have to be here should i be on the clock

An employee who is required to remain on call on the employer's premises or so close thereto that he cannot use the time effectively for his own purposes is working while ``on call''. The employer is required to record the waiting time and pay the employee for it.
