Legal Question in Employment Law in Georgia

I have filed Two Motions to lift the Protective Order that seals documents confirming serious violations that have nothing to do with the HIPPA law; yet, the opposing attorney uses the HIPPA law to prevent all the documents from being released. The documents he refers to re HIPPA are NOT from any medical providers, just observations by family and friends. Are these statements from family and friends covered by the HIPPA security/privacy rule?
