Is it illegal to have a salary and be moved to a lower hourly rate?

Unless you have a contract, no (assuming the hourly rate is at least minimum wage). Since an employee, on salary or hourly, can also be terminated it would make little sense that it would somehow be "illegal" to change the salary. There is no general right or entitlement to a job or paycheck.
