Legal Question in Employment Law in Georgia

Recently a police department furloughed employees for 5 days total over 5 months . Most employees took 3 days already and have 2 left. Now they are splitting the furloughs so the cops on 911 calls get their full pay but all specialized officers i.e. Swat, street crimes, and detectives have to give up A days pay because we are non- essential. The department is in Georgia, is this legal?
