Legal Question in Employment Law in Georgia

Can a school superintendent charge an employee a full day absence when the school day itself was an early release (half day of work) day? Three weeks after-the-fact our superintendent decided that employees out the Friday before the Thanksgiving break (I scheduled knee surgery that day to have the week off to recuperate to minimize my time away from my class) would be charged a full day absence even after employees were told to change the computerized substitute placement and absence management service to a half day absence.
