Sex Discrimination in Employment

I have been employed by a local government for 15 months. Several months ago a new position was created that would have been a promotional opportunity for me. I had expressed to my boss many times that I desired to move up in the organization. Prior to the job posting, my boss initiated a conversation about that job and advised me that he did not consider me ready for that promotion--"maybe in 2 or 3 years, the next time the job turns over." He subsequently hired a male employee with fewer qualifications than myself (I have an M.A., he has a B.A., I have 6 years in a public org., he has none, etc.). Similar treatment has been given to other female employees. All of the directors are male. Do I have the basis for a suit. I have already filed a grievance, but it is unresolved.
