Travel reimbursement for voluntary termination?

My job is with a Field Support Services section of a company. The FSS is based out of NAS Atlanta, GA and the work is contracted maintenance with the Navy. They fly us to Puerto Rico and back twice a year for 75 days at a time. I arrived in Puerto Rico on January 2nd, but due to the unacceptable quarters they have assigned us to, I am choosing to terminate this employment. I was told to send in my resignation to include a statement that I understood I would not be reimbursed for travel back to the states''. Can they do that? I feel like I should be able to put it on my final expense report.

It will exclusively depend on your contract with your employer. However, Puerto Rico law is non-applicable as your presence in Puerto Rico is incidental to your employment, the Puerto Rico Secretary of Labor and or Superior Court would have to apply Georgia Law.
