Legal Question in Landlord & Tenant Law in Georgia

My husband and I went over our lease for our apartment the other day, and notice that the addendum was not "checked" on the lease making it apart of the lease payment fr the utilities. Also we noticed that our copy of the addendum was not signed and was dates for August, we did not even see the apartments or sign anything until September, and the copy mgt provided had a signature, which means that they signed it outside of our presence. They have been rapping is with $60.00 a month for water in the dead of winter, and we were wanting to know that if the addendum is not mark under that attachment portion on the lease, so we have to pay for utlilities and if they can kick us out if we can no longer pay the whole portion due to the fact that it rises every month?
