How much time does a landlord have to give a tenant in a notice to quit or demand? Does the notice have to be notarized?

In depends on whether there has been a violation of the lease or not. If there has been a violation (including failure to vacate when a lease ends), no minimum time is required, although I always recommend a landlord give at least three (3) days. If there is no violation, the landlord must give at least sixty (60) days notice to vacate.
