common law marriage since 1994 now i need legal papers to prove we are married to continue carring insurance is it possible to get legal paper?

Georgia stopped recognizing new common law marriages in 1997, so you need evidence from 1994 and 1996. Unfortunately, by avoiding a ceremony, you have no license. And it would be hard to get testimony from people who saw you years ago. So you need to look into documents that can be found. the best one may be your tax returns for those years - if married you would have shown your status under penalty of perjury as married/joint or married/filing separately. One other cheap option - get a license now (probate court fee $56) and do a cheap ceremony witha judge so you have a license to show.
