Coast Guard Officer being investigated for Child Pornography

If an officer in the Coast Guard is

being investigated for Child

Pornography on his work (USCG)

computer, which would be their

second offense, can the case only be

prosecuted by the Coast Guard under

the UCMJ, or can they be charged

under normal USC? If so, and if the

Coast Guard decides to drop the

investigation for whatever reason,

how would I go about getting the

state or Federal Government to

charge them?

A case like this could be prosecuted by the Coast Guard under the UCMJ or prosecuted in federal or state court. Even if the CG does not prosecute, the US Attorneys office would make their own decision. My guess, without knowing anything else about the case, would be that the CG would not prosecute but that it would be prosecuted in federal court.
